Zilla Parishad is a local government body at the district level in India. It looks after the administration of the rural area of the district and its office is located at the district headquarters. The Hindi word Parishad means Council and Zilla Parishad translates to District Council.
Members of the Zilla Parishad are elected from the district on the basis of adult franchise for a term of five years. There are seats reserved for Scheduled Castes, Scheduled Tribes, backward classes and women. The Chairmen of all the Panchayat Samiti form the members of Zilla Parishad. The Member of Parliament, Member of Legislative Assembly elected from the district form the members of Zilla Parishad. The Parishad is headed by a Sabhadhipati and a Sahakari-Sabhadhipati. The Zilla Parishad consists of 10 (ten) Sthayee Samiti (Standing Committee). The Sthayee Samiti is headed by Karmadhyaksha. The leader of opposition is nominated as Adhyaksha. There is also Upadhyaksha.
The Executive Officer (EO), who is the District Magistrate, heads the administrative machinery of the Zilla Parishad. The EO supervises the divisions of the Parishad and executes its development schemes.
Zilla Parishad is the key institution to implement rural development schemes in grass root level.
(i) Making Social Services like health and education including universalisation of Primary Education accessible to people residing in rural areas.
(ii)Lowering gap between land rich and landless people due to land reforms.
(iii)Augmenting livelihood opportunities for the rural population through various Central / State sponsored schemes.
(iv)Providing social security and safety nets to the disadvantaged and socially excluded.
(v)Improvement of women and children through various schemes.
(i)Generation of self and wage employment for below poverty line (BPL) families.
(ii)Improving the social and physical infrastructure in the rural area.
(iii)Improvement in animal resources to help poor rural people.
(iv)To provide food security through Annapurna and Antodaya Food Programme.
(i)Improvement in the field of power and cottage industries in rural areas.
(ii)Improvement of rural roads and connecting roads.
(iii)To create facilities in agriculture and allied sectors in rural employment potential.
